For the first few minutes, Chiron is all defense, simply deflecting what comes at him rather than truly striking back. That's on purpose. That's to get the worst out of Achilles, before the muse has another rage to sing of. It is only after he's certain that the worst is over that Chiron goes on the offensive.
He's improved, obviously. Even between the Holy Grail War and now, there's been improvement. But that does not stop him from grabbing wrists when he can, flinging Achilles across the room like a sack of flour. And it doesn't surprise Chiron when Achilles returns the favor.
